Whilst I am not familiar with that particular Idle Control Valve, ones on other engines respond well to a clean with the likes of WD 40. The part of the valve that slides or rotates gets gummed up.

It needs someone brave to buy it and find out what modifications would be required for it to pass IVA. Seems a shame that this could be built up and deemed unsafe, but a Berlinetta that is 30yrs old...
My guess is that it is a cogged v belt. These have more or less superseded plain v belts due to better efficiency and longer life. A cogged v belt runs on the same v pulley as a plain belt.
